No person shall permit his or her minor child or ward to operate a golf cart in violation of this subchapter. In the event that a minor is found to be operating a golf cart within the town limits, there shall be a rebuttable presumption that the minor child was operating the golf cart with the permission and knowledge of his or her parent or guardian.
