§ 70.02 TRAVEL RESTRICTION LEVELS DUE TO SNOW, OTHER HAZARDS.
   (A)   The Town Marshal may declare one of the three declarations of emergency as set out in division (B) below.
   (B)   There shall be three classifications of snow situations or conditions to control highway use.
      (1)   Travel advisory/watch. Routine travel or activities may be restricted in areas because of hazardous situations (such as blowing and drifting snow, icy roadways, flooding, downed trees or poles and the like); citizens should drive with caution or avoid these areas. Schools and businesses may begin to implement their emergency action plans.
      (2)   Travel warning. Travel conditions have developed that are threatening to the safety of the public. Only essential travel is recommended (such as to and from work, for medical reasons, home necessities or other emergency situations). Emergency action plans have been or should be implemented by businesses, schools, government agencies and other organizations.
      (3)   Travel emergency. A state of emergency has been declared by the Town Marshal. Travel is restricted to emergency personnel. All roadways are closed, and no one should be out during these conditions. No nonemergency vehicles shall be on the roadways. Further restrictions may be included in the declaration.
   (C)   The town will not be held liable for any damage done to any vehicle that has impaired the clearing of any roadway.
