§ 30.01 CLERK-TREASURER; POWERS AND DUTIES.
   (A)   Bond. The amount of the individual surety bond of the Town Clerk-Treasurer should equal $30,000 to cover the faithful performance of duties. It shall be paid for out of the town’s General Fund.
   (B)   INDOT execution authority. The Clerk-Treasurer of the town is hereby authorized and confirmed to have the authority to execute any INDOT agreements and all other documents related thereto, and all documents related to any INDOT grant programs, for and on behalf of and to bind the town. The Town Council hereby ratifies all prior agreements and associated documents executed by the Clerk-Treasurer of the town prior to the effective date of this division (B).
   (C)   Additional duties.
      (1)   The Clerk-Treasurer shall keep and maintain an accurate ledger record of all water deposit accounts.
      (2)   At the end of every quarter, he or she shall prepare and mail to consumers statements of their water bills as shown by the meter readings submitted by the Water Department Superintendent.
      (3)   He or she shall be responsible for all funds turned over and delivered to him or her by the Water Department Superintendent, and he or she shall accordingly issue receipts to said Superintendent for all funds collected and received in payment of water bills by the consumers.
      (4)   The ledger records of said Water Department shall be open to inspection by the Town Council, and he or she shall report all delinquent accounts at the regular monthly meeting of said Council.
