§ 56.04 NO FREE SERVICE; ANNEXATION NOT REQUIRED FOR SERVICE.
   (A)   The Council shall not grant free service or use of the storm water system to any person, group or entity.
   (B)   It is not necessary for an area or parcel of real estate to be annexed to the town to receive storm water system services.
