(A) Each improved lot, parcel or user shall be obligated to use the storm water system. Each improved lot, parcel or user may connect any pump, downspout or other storm water collection device in a manner that shall not permit any waste other than rainfall or other precipitation to be placed in the system. Any and all connections to the storm water system shall be inspected by the town prior to their use.
(B) (1) All connections to the storm water system shall be assessed an inspection fee, as set forth in this chapter, and completed not more that 90 days after substantial completion of the entire system and notification by the town (“initial connection time period”).
(2) Any new or delinquent connection to the storm water system after the initial connection time period shall be assessed a late fee and inspection fee as per this chapter.
