Except as otherwise specifically provided herein, any person aggrieved by a final decision of any designee of the city manager interpreting or administering the provisions of this title may appeal such decision by filing a written notice of appeal with the city recorder within ten (10) calendar days from the date of the decision being appealed and stating the specific grounds for the appeal.
