The provisions of this title shall apply to any activities conducted within the incorporated area of the city, to all real property and development within the incorporated area of the city, and to all portions of the city's storm drain system. This title shall also apply to all water entering the city's storm drain system generated on any developed or undeveloped land or entering any creek, stream or stormwater facility located within the city, unless explicitly exempted in writing by the city or other authorized enforcement agency.
