Utah Code Annotated title 53, chapter 3, as amended, known as the "uniform driver license act", is hereby adopted by this reference as if fully set forth herein; provided, however, that those provisions which are exclusive to the state of Utah or which are not enforceable by Farmington City under the laws of the state of Utah, are excluded.
