Any person with standing aggrieved by a decision of the appeal authority or the City Council under this title may have and maintain a plenary action for relief therefrom in any court of competent jurisdiction; provided, petition for such relief is presented to the court within thirty (30) days after the rendering of the decision by the appeal authority or council. No person may challenge in district court any land use decision made by the city under this title until that person has exhausted his or her administrative remedies as provided herein.
