No person shall hinder, prevent, delay or interfere with the execution or enforcement of this chapter by the urban forester, or his or her designee. Said official shall have full authority to inspect all locations where said chapter apply, issue stop work orders and notices of noncompliance. However, nothing contained herein shall be construed as an attempt to limit the pursuit of any legal or equitable remedy in a court of competent jurisdiction for the protection of property rights by the owner of any property within Farmington City.
