The rates prescribed by the city council shall be collected by the city treasurer and all revenues received from the sewer system shall be turned over to the city treasurer. All money paid to the city treasurer shall be placed in a special fund out of which shall be paid the expenses of the sewer system, costs of maintenance and costs of improvements and extensions.
