All applications and sewer connections shall be authorized by the sewer committee. No person shall connect to the sewer system without first having filed application and obtained authorization from the sewer committee; and no connection shall be made to the sewer unless the plumbing and the building to be serviced and the connection shall comply and conform to the requirements of the rules and regulations adopted by the city council. It shall be unlawful for any person to connect to the sewer system or cause a connection to the sewer system to be made or to commence or carry on the work of laying, repairing or altering any pipe connected with the sewer without having first obtained authorization to do so from the sewer committee.
