On or before the first Wednesday in February immediately following a municipal election, the mayor, by and with the advice and consent of the city council, shall appoint a sewer committee to be composed of two (2) or more city council members. The sewer committee shall be charged with the duty of advising the mayor and city council regarding the operation and maintenance of the sewer system and shall recommend rules and regulations necessary for managing, operating and maintaining the sewer system.
