It shall be unlawful for any person, firm, partnership or corporation to own, operate, maintain or permit the use of any house, cottage, cabin, human habitation or camping place within the area hereinabove designated without providing for and maintaining a sewage disposal system satisfactory to the Davis County health department and without complying with the rules and regulations of said health department relative thereto; and the said health department shall have authority to close or prevent the use of said house or any other human habitation or camping place, if its rules and regulations relative to the use thereof are not complied with.
