The governing body of the city may establish rules and regulations for the proper operation and care of the city cemetery, relating to conditions of sale and transfer of burial rights, dividing the cemetery into gravesites, the capacity of each grave, the location of graves, and the type and placement of monuments and markers and other related matters.
