It shall be unlawful for any person to:
A. Bury the body of a deceased person within the limits of the city except in the city cemetery, or in such other cemetery as may be hereafter established or permitted by the city council;
B. Inter the body of any deceased person in any cemetery within the city except by written permit issued by an official authorized by state statute; or
C. Inter the body of a deceased person in any cemetery without first placing the body in a casket or other suitable container encased in a vault of concrete, metal, fiberglass or other materials of equivalent strength approved by the city and so constructed as to prevent collapse and the resulting settlement of the soil above the same.
