The budget officer, with the assistance of the finance director, shall prepare a tentative operating and capital budget for each enterprise fund and for other required special funds for the ensuing fiscal period. The budget officer shall file such budgets with the city council on or before the first regularly scheduled meeting of the city council in May of each year. (Ord. 2012-30, 10-2-2012)
