It is the purpose of this title to set forth accounting, budgeting and financial reporting requirements and procedures of the city. It is the intent of the city to comply with all applicable provisions of the uniform fiscal procedures act for Utah cities, as set forth in Utah Code Annotated section 10-6-101 et seq., as amended ("uniform fiscal procedures act"), and the uniform accounting manual for Utah cities as prescribed by the state auditor ("uniform accounting manual").
