3-3-060: FARMINGTON CITY PARKS, RECREATION, ARTS AND TRAILS ADVISORY BOARD:
   A.   Creation: There is hereby created the Farmington City Parks, Recreation, Arts and Trails Advisory Board to recommend and monitor the establishment of public parks, recreation, arts, trails, related facilities, programs and policies to meet the recreational needs of the citizens of Farmington City.
   B.   Members:
      1.   Number: The committee shall be comprised of not more than nine (9) but no less than seven (7) regular members who shall be appointed by the Mayor with the advice and consent of the City Council.
      2.   Term: The members shall be appointed to staggered terms of three (3) years, provided that members may be appointed to terms shorter than three (3) years when necessary to provide for staggered terms. These terms are renewable.
   C.   Organization And Procedure:
      1.   Chairperson: The members of the committee may recommend one of the members as Chairperson. The Chair of the committee shall be appointed by the Mayor with the advice and consent of the City Council. The Chair shall serve for a term of one year, which term may be renewed. The Chair shall oversee the proceedings and activities of the advisory board.
      2.   Rules: The advisory board may adopt reasonable rules and regulations in accordance with this section for governing the conduct of its business. The rules and regulations shall be adopted by Resolution with approval from the City Council.
      3.   Meetings: The advisory board may hold meetings at such times as the advisory board determines is necessary and as properly called and noticed according to Utah Code Annotated Title 52, Chapter 4, Open and Public Meetings Act.
   D.   Duties: It shall be the duty of the advisory board to act in an advisory and voluntary capacity in monitoring the establishment and development of parks, recreation, arts, trails and related facilities for Farmington City residents, including but not limited to the following:
      1.   Recommend to the City Council and Planning Commission, in coordination with the Parks and Recreation Director, a Parks, Recreation, Arts and Trails (PRAT) Master Plan.
      2.   Review and recommend to the City Council and Planning Commission, in coordination with the Parks and Recreation Director, appropriate changes and updates to the PRAT Master Plan.
      3.   Recommend projects, legislation, policies, funding allocations and other measures, programs or activities for the development of parks, recreation, arts and trails opportunities for the benefit of city residents.
      4.   Carry out projects, programs or activities as directed by the City Council and Parks and Recreation Director.
      5.   With the consent of the Mayor and City Council, create subcommittees, if necessary, in the four (4) areas of parks, recreation, arts and trails to help carry out the purposes of the advisory board.
      6.   Initiate, sponsor and promote involvement, activities and contributions by the private sector for the development of parks, recreation, arts and trails for the residents of the city.
      7.   Provide input in the planning and approval process for city developments shown on the Parks, Recreation, Arts and Trails Master Plan. (Ord. 2012-18, 5-15-2012; amd. Ord. 2021-37. 1-5-2021; Ord. 2022-19, 4-12-2022)
