There is hereby created and established a parks and recreation department within the city which shall be responsible for developing, maintaining and managing public properties of the city, including, but not limited to, city parks, trails and cemetery. The parks and recreation department shall also develop, manage, plan and implement activities, programs and policies regarding recreation, cultural and leisure opportunities within the city.
