The city council finds that the enforcement of this code is an important public service and is vital to the protection of the public health, safety, welfare and quality of life. Pursuant to Utah Code Annotated section 10-3-703, the city council is authorized to impose a minimum criminal or civil penalty for the violation of any municipal ordinance. The city council finds that it is in the best interest of the city to establish and provide an enforcement system that allows for a combination of criminal and civil enforcement remedies and penalties.
