Any ordinances adding to, deleting from, or altering any part of this code shall constitute an amendment thereto and shall be adopted by ordinance of the city council. Any ordinance amending this code shall set forth the title, chapter and section number of the section or sections to be amended, and shall contain and be substantially in the form set forth in Utah Code Annotated section 10-3-704, as amended.
