The Utility Funds Operating Reserve Fund is hereby established and shall be accumulated and maintained to provide stability and flexibility in unplanned infrastructure needs/repairs and/or capital expenditures. The Utility Funds Operating Reserve Fund shall be funded by dedication and appropriation of 5% of all electric, water and sewer bills. The annual city budget shall also identify the dedication and appropriation of the 5% of all electric, water and sewer bills.
