A city licensee shall not cause, permit, or engage in any conduct upon the licensed premises, by either the commission of a prohibited act or the omission of a required act that is a crime, or other violation of any law, rule, or regulation of any governmental agency having jurisdiction thereof, or any officer or agency thereof.
