(A) The license shall be from May 1 of a given year to and including April 30 of the next year.
(B) Any person who shall begin to carry on any trade, profession, occupation, or business after May 1 of any year shall be required only to pay a pro rata part of the license required therefor.
However, no license herein imposed shall be issued for a period of time of less than three months, except where specific provision is made for licensing by the day or week.
(C) No partial payment for any kind of license shall be allowed or accepted; and no refund shall be made for less than $10.
