It shall be unlawful to discharge, to any natural outlet within the City or in any area under the jurisdiction of the city, any wastewater or other polluted waters except where suitable treatment has been provided in accordance with subsequent provisions of this chapter. No provision of this chapter shall be construed to relieve the owner of a discharge to any natural outlet of the responsibility for complying with applicable state and federal regulations governing such discharge.
