§ 52.05 COLLECTION CHARGES.
   A charge for the service herein provided for each dwelling and each place of business shall be as follows:
   (A)   Residential: Thirteen dollars per month, with one pick-up per week.
   (B)   Businesses/no dumpster: The monthly charge for businesses that do not have a dumpster shall be $20 multiplied by the number of pick-ups per week (e.g., three pick-ups per week would result in a monthly charge of $60.00).
   (C)   Businesses/own dumpster: The monthly charges for dumpster service for businesses that own their own dumpster shall be as follows:
      (1)   For three-yard-dumpsters: $30 multiplied by the number of pick-ups per week;
      (2)   For four-yard-dumpsters: $40 multiplied by the number of pick-ups per week.
   (D)   Businesses with dumpster service, that rent their dumpster(s): The monthly charges for dumpster service for businesses that rent their dumpster(s) shall be as follows:

   (E)   The monthly rental fee for garbage toters is $3 with a $30 deposit for renters. Property owners are not required to pay a toter deposit.
   (F)   The rate for the temporary rental of a dumpster to dispose of building materials is $42 for seven days of rental, which includes one pick up. Each incremental seven-day rental will cost $42, and $30 for each additional pick-up during the rental. After one month, the dumpster will be removed and/or no notification to City Hall.
   (G)   Property owners with rental properties that remove garbage left by abandoned tenants will be charged a fee of $50 to pick up debris and furniture.
   (H)   In the event that the garbage contractor and carrier, i.e., Rumpke, Inc., increases the charge to the city for collections, then in such event the city reserves the right to increase residential charges by the percentage of increase levied by the garbage carrier, and to increase the business charge by the same percentage.
   (I)   Ten percent of the monthly garbage fees shall be retained and accumulated for the depreciation of garbage equipment.
   (J)   The charges for this service shall commence on first day of each and every month. Bill payment shall be due and payable by the tenth day of each and every month. If any garbage bill is not paid within ten days following the date the bill was mailed, a penalty of 10% of the amount of the bill shall attach and be payable in addition to the amount of the bill.
