Eight members of the Budget Committee meeting cannot be held unless a quorum is present. A majority of the Budget Committee membership shall constitute a quorum. Any action by the Budget Committee requires an affirmative vote of a majority of the total membership of the Committee. When a quorum is present, the concurrence of a majority of the members present shall be required to decide any matter. The Budget Committee shall meet at least one time twice per year at such times and places as may be fixed by the Chairperson, or as directed by the City Council. If necessary, members may attend a meeting of the Committee by conference call in accordance with state law.
