Budget Committee members shall hold office for three years, except when filling the unexpired portion of a vacancy in office. The terms of Committee members shall be staggered so that, as near as practicable, one-third of the terms of appointed members ends each year. Any vacancies in the Committee shall be filled by appointment by the Mayor, with the consent of the Council. A member of the Committee who is absent from two consecutive meetings without the approval of the Committee is presumed to be in nonperformance of duty, and the Council may remove the member from the Committee and declare the position vacant.
