The Budget Committee is hereby established. The Committee shall be composed of the City Council and seven members appointed by the Mayor, with the consent of the Council. The Budget Committee members shall elect, at their first regular meeting, a Chairperson, Vice Chairperson, and Secretary from their membership. Thereafter, the Committee shall elect a Chairperson at its first meeting each year, to serve for the calendar year and until the Chairperson’s successor has been elected; provided, however, that no member shall serve more than two consecutive terms as a Chairperson.
