At least six of the members of the Parks and Recreation Committee must reside in the city at the time of their appointment and at all times during their term in office. One non-resident member may be appointed if that person has resided within the city school district one year immediately preceding that person’s appointment and continues to reside within the city school district at all times during the term of that person’s term in office.
