§ 152.36 PUBLIC HEARING.
   The City Council, at the time specified in the notice, or at any other time as it may adjourn the meeting to, not exceeding, however, 60 days from and after the date set for the hearing, shall hear and determine all objections and remonstrances which may be made by the persons to be affected by the improvement. Within 60 days after the conclusion of the hearing, the Council shall determine, by resolution, whether the proposed improvement or any part thereof shall or shall not be made, and the time within which it shall be completed.
