The fees to be charged and collected by the city for the issuance of building permits pursuant to this chapter shall be based upon the valuation of the proposed building or improvement, and upon a schedule as follows:

$50,001 to $100,000 | $153, plus $1.50 per thousand or fraction thereof over $50,001 |
$100,001 and over | $228, plus $1 for each thousand or fraction thereof over $100,001 |
