(A) It is unlawful for any person to place, leave, store, dump, or permit the accumulation on any open lot or other premises any lumber, yard debris, boxes, barrels, bricks, stones, scrap metal, motor vehicle bodies or parts, or similar materials, rubbish or any articles of junk that are not removed within 14 days and that affect the health, safety, or welfare of the city.
(B) Excepted from this prohibition are construction materials for ongoing construction projects, neatly stacked firewood, and compost piles consisting of vegetable matter.
