No person shall throw, dump, or deposit upon any street, alley, or other public place any injurious or offensive substance, or any kind of rubbish, trash, debris, refuse, or any substance that would mar the appearance, create a stench, detract from the cleanliness or safety of such public place, or would be likely to injure any animal, vehicle, or person traveling upon a public way.
