Unless otherwise provided for by agreement, electrical users shall keep, maintain, repair, and be responsible for all wiring, connections, apparatus, and appurtenances used in connection to electrical services beyond the point of the overhead or underground line furnished by the city to the user’s property line, excluding the meter, which shall remain the property of the city and which shall be maintained by the city.
