The city or its City Engineer will determine the average BOD and SS for the average residential user. The city shall assess a surcharge rate for all non-residential users discharging wastewater with BOD and SS strengths greater than the average residential user. Such users or class of users will be assessed a surcharge sufficient to cover the costs of treating such users above normal strength wastewater. Normal strength wastes are considered to be 200 p.p.m. BOD and 250 p.p.m. SS.
