(A) The city or its City Engineer shall determine the total annual costs of operation and maintenance of the wastewater collection and treatment facility which are necessary to maintain the capacity and performance during the service life of the complete facility.
(B) The total annual cost of operation and maintenance shall include, but not be limited to, labor, repairs, equipment replacement, maintenance, power, sampling, laboratory tests, reasonable contingency fund, billing, and debt retirement.
(C) The city shall review the total annual cost of operation and maintenance as well as each user’s or class of user’s proportionate share of the annual cost not less often than once every two years and will revise the system as necessary to assure equity of the user rates and surcharges, and that there is sufficient funds to adequately operate and maintain the complete facility.
(D) If a significant user, such as an industry, is added or dropped from or alters his or her wastewater discharge, the city shall review the total annual costs and his or her percentage of contribution to them and revise the rates accordingly.
