(A) The city hereby reserves the right to at any time restrict or prevent the use of any water service furnished by the city during periods of emergency or circumstances demanding such restriction or prevention of use.
(B) Water shall be used only for beneficial purposes and shall never be wasted. The right is reserved to suspend the use of sprinklers and hoses for watering lawns, yards, and gardens whenever, in the opinion of the City Council, a public emergency exists.
