(A) All meters shall be read on or before the nineteenth day of each month and billed by the city on the first day of the following month. All billed amounts shall be paid by the customer in accordance with such rules and regulations governing the same as shall be established from time to time by resolution of the City Council.
(B) Failure of property owners to comply with the time of payment of water bills shall subject them to be shut off from water service in accordance with § 50.04. Rates for water service shall be set as the City Council in its discretion shall, from time to time, declare by resolution.
(C) The property owner shall be primarily responsible for the payment of all charges arising out of the use of water at his or her premises, or any other charges provided for in Chapters 50 and 51 and assessed by the City Council. Such charges shall constitute a perpetual lien and continuing lien upon such property until paid in full, and no water shall be furnished to any property against which any charge hereunder remains unpaid.
