(A) The owner of property may have his or her meter tested by depositing with the Finance Officer a sum to cover cost of testing.
(B) The party requesting the testing of the meter shall pay the estimated cost of said testing prior to such testing. In the event that the actual cost of said testing is greater than the estimated payment made by the requesting property owner, then the property owner must pay the remaining difference within 15 days of the completion of said testing.
(C) It is provided that should the meter register 102% or over, this sum will be returned to the property owner, and settlement made on the basis of over registration of meter; but should the meter be found to register 100% or less, the sum deposited will not be returned.
(D) In case any meter fails to register for any cause, the amount charged for water during such period shall be estimated by the Finance Officer, such estimate to be based on the average amount registered during a like period.
