§ 50.13 EXCAVATION PERMITS.
   For the purposes of utility service connections and/or extensions, no utility user or consumer shall make or cause to be made any excavation in or under any street, parking area, sidewalk, alley, or public ground, or remove any earth, soil, paving, gravel, or material therefrom without having first:
   (A)   Obtained a permit therefor as hereinafter provided. Applications for such permit shall be made to the City Finance Office, and accompanied by a deposit in such sum as deemed necessary to ensure the replacement and refilling of any such excavation or to cover any damages which may be caused to any street or for replacement of bituminous surfacing. Any unused portion of deposit shall be refunded to the applicant upon recommendation and approval of the City Council; and
   (B)   Notifying the state one-call notification center as required by SDCL Ch. 49-07A.
