(A) An initial hookup fee as specified by the City Council shall be paid by all applicants for each utility service connection.
(B) The applicant shall also pay all costs, including piping, fixtures, digging, and appurtenances necessary to produce the connections, as well as the costs of a qualified assistant making the installation.
(C) Payment to the city for utility service hookups shall be paid prior to turning on such service.
(D) All new connections for utility service shall be inspected and approved by the City Council or its designated agent.
