Any person desiring any utility service furnished by the city, shall make complete service order for the same to the City Finance Office. Such service order shall include the name and address of the customer for which the service is requested, as well as any and all other information required. A separate service order shall be made for each premises to be served. The customer shall abide by the rules and regulations established by the city relative to the utility service in effect at the time of such customer and as they may be revised from time to time in addition to conditions and agreements as the Council shall deem advisable, and the customer shall pay all such rates and fees as required, including all costs incurred by the city in collection of delinquent accounts.
