§ 31.41 INTRODUCTION OF ORDINANCES AND RESOLUTIONS.
   Ordinances, resolutions, and other matters requiring action by the City Council must be introduced and sponsored by an Alderman, except that the Mayor or City Attorney may present ordinances, resolutions, and other matters to the City Council and any Alderman may assume sponsorship thereof by moving that such ordinances, resolutions, matters, or subjects be adopted; otherwise, they shall not be considered.
