§ 31.36 SPECIAL MEETINGS.
   Special meetings of the City Council may be called at any time by the Mayor or by any two Aldermen to consider only such matters as shall be mentioned in the call for any such meeting. In the case of special meetings, the Finance Officer shall issue notices in writing, stating the time and place of holding such meeting and the matters to be considered. In the event that the written notices of the meeting cannot be received by mail prior to the special meeting, they shall be served by the Police Department upon each member of the City Council at least one hour before the time specified for such meeting (see SDCL § 1-25-1.1).
