§ 31.21 CITY COUNCIL; MEMBERSHIP; TERMS OF OFFICE.
   The City Council consists of the Mayor who is elected at-large, an Alderman from each ward, and three Aldermen elected at-large. The Aldermen and Mayor shall hold office for two years.
