§ 31.20 VACANCIES; HOW FILLED.
   Vacancies in any appointive office shall be filled by appointment. Vacancies in any office of the governing body shall be filled by the City Council until the next regular election. Any Alderman so appointed shall reside from the ward in which the vacancy exists. The Mayor so appointed shall be a resident of the city.
