§ 31.18 SUPERVISION OF DEPARTMENTS.
   The Mayor, with approval of the City Council, shall appoint, each year, members of the Council to act in a supervisory capacity in each of the departments designated, and such Council members, so appointed, shall have supervision over said department and shall be requested by the Council to report as to the condition and matters in said department.
