The City Council hereby finds that the principal purpose of the city’s water distribution system is to provide adequate water supply for the human consumption, sanitation, fire protection needs, and commercial use of the residents of the City of Faith and businesses located within the city limits of the City of Faith. Water consumed outside the city limits is not entitled to any priority.
